William H. Avery was born in Clay County, attended Wakefield High School, and graduated from the Kansas State College of Agriculture and Applied Science (Kansas State University). He was a farmer and rancher, married, and had four children. He was elected as a Republican to the Kansas House of Representatives in 1950, serving until 1955.
